FinregE chosen by FCA to redesign, host and manage their Handbook website

FinregE was selected by the Financial Conduct Authority (FCA) as the preferred vendor to host and manage its official Handbook website, recognised for its clear vision to enhance the platform and better support the regulatory compliance community and firms navigating the Handbook’s complex taxonomy.

In October 2025, we delivered a next-generation platform that reimagines how the FCA Handbook is structured and experienced by organisations. The result is a smarter, faster and more intuitive digital environment, designed to make regulatory content easier to consume, interpret and apply in practice.

This marks a significant milestone for FinregE, as we take on the responsibility for hosting, publishing, and managing content for one of the world’s most respected financial regulators, bringing alive our shared vision for smarter and more accessible regulation, helping those who rely on the Handbook every day.

The challenge

The FCA Handbook website is the single source of truth for UK financial regulation, a living library that evolves every month with new rules, updates and guidance. For firms, keeping pace with these changes is essential for compliance.

Yet, navigating the sheer volume and complexity of the Handbook has long been a challenge. Identifying how specific rules have changed over time or understanding how one piece of regulation relates to another, often required manual cross-referencing and deep institutional knowledge.

Solution

FinregE brought its regulatory technology expertise to the forefront, delivering a cutting-edge digital platform purpose-built for the FCA’s needs. Leveraging its proprietary regulatory infrastructure and data structuring capabilities, FinregE introduced an intelligent, mapped taxonomy, machine-readable regulation libraries and change-tracking facilities, transforming how users interact with the Handbook.

FinregE has demonstrated the reliability, precision, and scalability of its solutions at the highest regulatory level, delivering this solution against aggressive timelines, something we believe has never been achieved before for the scale of the FCA handbook project.

Key innovations include:

  • Intelligent taxonomy and machine-readable content: FinregE restructured the Handbook into a robust, semantically linked data framework, enabling automated tagging, parsing, and integration with compliance systems.
  • Next-generation search: The new search functionality delivers context-aware, high-precision results within milliseconds, making it faster to find relevant guidance or legal instruments.
  • Change tracking and version comparison: Users can now view how rules have evolved over time, compare historical and current versions, and track amendments with ease.
  • Enhanced interlinking: Related provisions, definitions, and instruments are connected across the taxonomy, allowing users to see dependencies and interpret regulations in context.
  • Improved resilience and scalability: The new platform ensures consistency and reliability across all Handbook materials, supporting the FCA’s long-term digital strategy.

Benefits

The Handbook website is much easier to navigate and search for the content users need. The enhanced functionality allows users to understand connections between rules, use advanced search to find relevant content, compare versions of the Handbook content to track changes over time and even build a personalised version of the Handbook tailored to your needs.

Key outcomes and user benefits:

  • Smarter navigation and discovery: Intuitive search and advanced filtering dramatically reduce the time spent manually locating relevant rules.
  • Interconnected understanding: Linked content and structured taxonomy provide a full regulatory picture of how rules relate and overlap.
  • Improved accessibility: The site meets WCAG 3.3 standards, ensuring inclusivity for users with diverse needs.
  • Enhanced content management: Automated publishing tools streamline updates and maintenance for the FCA team.
  • Flexible access options: Users can download PDFs, subscribe for updates, or order printed modules of the Handbook.

We also introduced a Handbook print service,  allowing users to purchase one-off modules or subscribe for regular printed updates, supporting both digital and traditional users of the Handbook.
